I never used the at&t cruise package before because i was concerned about the data overages That is now gone (although they slow you to a crawl after 500mb) I have an android phone and carnival blocks wifi. At&t considers usvi as stateside so calls don't roam to bvi towers except maybe on the far east end of st john
